Using streetlights to hang bunting rules relaxed for Queen’s Platinum Jubilee celebrations in June

The county council is getting into the spirit of the forthcoming Queen’s Platinum Jubilee celebrations in June, by relaxing rules around attaching bunting to streetlights.

The approach is to help local communities, parish councils and community groups across the county mark this very special national occasion.

The easing of the licensing rules will apply throughout the four-day bank holiday weekend between Thursday 2 to Sunday 5 June.

The rules are normally applied in line with industry guidance to maintain public safety and prevent damage to the streetlights from wind or the weight of any items fixed to the columns.

General points to remember include making sure appropriate care is taken to install the bunting using appropriate ladders, using only lightweight materials, avoiding all streetlights made from concrete or cast iron and not drilling into the column to install fixing points.

In full, the key conditions to meet when hanging bunting on street lighting columns without a formal licence agreement are listed below:

  • the bunting is in place for the celebratory weekend 02/06/2022 to 05/06/2022 only
  • the bunting is of lightweight construction i.e. paper, fabric, polyethene
  • secured in a manner not to damage the lighting column
  • drilling of holes is not permitted
  • lighting columns of concrete or cast iron construction shall not be used
  • no additional supporting cables, fixed to the streetlight columns, are used to hold up the bunting
  • suitable public liability insurance should be held by parish councils and community groups
  • the council will without warning or consultation, remove any bunting found to be in a dangerous condition or posing a safety risk to road users
  • all bunting must be above 2.1m along footpaths
  • while it is preferable for bunting not to span the carriageway, if it does, be aware of vehicle heights which can be up to 5m.
